A bench of Justices MM Sundaresh and SVN Bhatti made the remarks after the National Investigation Agency (NIA) said Navlakha owed the agency about Rs 1.64 crore. Gautam Navlakha will have to face difficulties in paying this amount.
"If you have sought it (home arrest), you will have to pay (the cost of the security cover). You cannot escape your liability," the bench told the lawyer appearing for Navlakha.
Navlakha had earlier paid Rs 10 lakh: NIA
Navlakha's lawyer expressed willingness to pay for the detention but raised objections about the amount. Additional Solicitor General (ASG) SV Raju, representing the NIA, said, "A large number of police personnel have been deployed for security during his detention. Navlakha had earlier paid Rs 10 lakh and now he is no longer paying." It is increasing every day and they cannot escape from it."
On this Navlakha's lawyer said that there is no problem in payment but the issue is of calculation. On March 7, Navlakha's lawyer had disputed the figure of security expenditure in the apex court and accused the agency of 'extortion'.
Police personnel were deployed round the clock during house arrest:

Navlakha arrested under UAPA:
Navlakha, who was arrested in August 2018, had moved the apex court requesting that he be kept under house arrest instead of judicial custody in Maharashtra's Taloja jail. Navlakha, one of several civil liberties activists involved in the Bhima Koregaon case, has been booked under stringent provisions of the Unlawful Activities (Prevention) Act (UAPA) for alleged conspiracy to topple the government. He was arrested by the investigating agency in April 2020.
